That's crazy. Boulder isn't the only place though; Brattleboro, VT, has decided that they should be able to arrest the President and Vice President if they ever visit Vermont (http://www.rutlandherald.com/apps/pbcs.dll/article?AID=/20080126/NEWS04/801260359/1003/NEWS02). I read another article on that and they said they realized that they couldn't realistically arrest Bush and Cheney, so I suppose spending all this time and money on a fantasy makes them feel better? What a waste of time.
